[xquery-talk] XQuery Update Facility

Hi all, 
 
The new draft of the XQuery Update Facility Requirements document says that
"the WG does not intend to produce a Recommendation from this Working Draft." 
 
Does anyone know why? I haven't seen any comments about this anywhere yet. 
 
And is there any intention of ever providing an update facility for XQuery?
